The University Administration Support Program (UASP) Fellowships in Research management, developed and implemented by IREX and kindly supported by the Carnegie Corporation of New York, supports the development of university research management capacity through a six-week fellowship in the United States for mid- to senior-level research managers from Africa and Eurasia. The program supports participants to build their universities into leading research institutions through:

  • Two weeks of intensive training in Washington, DC
  • A virtual learning environment
  • Peer-to-peer learning
  • A four-week placement analyzing and observing research management operations at a respected US university
  • Post-placement support implementing reforms

IREX is currently receiving applications for up to 32 competitively awarded fellowships.


Fellowship Components

Financial Provisions

The UASP provides to fellows: roundtrip airfare, visa fees, accident and sickness insurance, housing, $50/day daily allowance (meals and incidentals), and at least $600 professional development allowance (for educational materials, conferences, and memberships in US professional associations).

Opening and Closing Workshops

Fellows will start and end the UASP experience in Washington, DC, participating in rigorous training (see for curriculum), and discussion with their Cohort. Besides earning 5.4 continuing education units from George Mason University, the group interaction encourages a strong professional network for fellows, becoming a source of collaboration and support during and following the program.

US Host Institution Placement

Fellows will be connected with research management departments of universities across the United States appropriate to their research objectives. They will be matched with a mentor who will introduce them to the system of research management at their university. IREX will identify an appropriate US institution based on each fellow’s background and their institution’s research focus (according to information provided in the fellow’s application).

Development of Research Management Implementation Plan or Comparison Study

To maximize the experience, UASP requires fellows to complete several guided remote learning activities prior to arrival and during the fellowship. The culmination of these is either an Implementation Plan (workplan for implementing a management reform project) or a Research Management Comparison Study (outlining key aspects of US research administration frameworks, with key recommendations for how US frameworks can be applied in their home country). Fellows will receive coaching, templates, and time to develop their Comparison Studies and Implementation Plans, as well as opportunities to present these during the closing workshop.

Post-Fellowship Grants and Engagement

The UASP experience does not end with fellows’ departure. Upon program completion, fellows will be eligible to compete for research management small grant funding opportunities to put learning into action (e.g. to kickstart a reform proposed in their Implementation Plan), to attend relevant national and international conferences, to pursue certificate course accreditation in a research management topic, or to provide a research grant to a faculty member from their home institution. IREX also facilitates alumni engagement through an online forum, scheduled webinars, and events.


2018-2019 Application Timeline

  • April 15, 2018: Application Deadline
  • April - May 2018: Application review, selection, and notification of awards
  • September 24 - November 2, 2018: Cohort I Fellowship in the United States
  • January 28 - March 8, 2019: Cohort II Fellowship in the United States

Eligibility Requirements and Selection Criteria

IREX seeks individuals who are prepared to take full advantage of the UASP experience and who have the full support of their university’s senior management. Candidates may range from high-level influencers to core implementing staff, depending on need, and demonstrate the flexibility of mind to appreciate new management approaches. They will be intimately familiar with the needs of their university and have the ability to recommend and implement changes. IREX will take a broad “research ecosystem” approach to identify eligible posts. For example, research administrators, accountants and principle investigators are all essential for the effective management of internationally funded grants and will be eligible to apply if they are able to articulate a research management topic to explore.Individual applications will continue to be accepted, but this year IREX is also accepting joint applications. In the case of joint applications, applicants are encouraged to coordinate/co-develop their applications with a partner. Each person should submit their own application, but they should reference if they are submitting with a partner will advance mutually reinforcing objectives at their institution.


Applicants must:

  • Be a citizen of and reside in Armenia, Belarus, Ethiopia, Georgia, Ghana, Kenya, Nigeria, Rwanda, Senegal, South Africa, Tanzania, Uganda, or Ukraine at the time of application and participation;
  • Hold a full-time mid- or senior-level position focusing on research management at an eligible university (seniority should be sufficient to demonstrate capacity to be an agent for change). The list of eligible universities is found in Section 4 of this application in the drop-down menu for "University."
  • Have a sufficient level of proficiency in written and spoken English to work independently in the United States and engage colleagues;
  • Be able to receive and maintain a J-1 visa. Please note, your passport should be valid at least 6 months after the J-1 visa expiration date;
  • Be available to participate in fellowships in the United States for approximately six weeks during Fall 2018 or Winter 2019;
  • Be committed to producing an implementation plan or comparative case study on a topic of research management while in the United States; and
  • Not be a current IREX employee and/or consultant or an immediate family member (spouses, children, parents, siblings) of an IREX employee or consultant


Submitted applications for the UASP will be reviewed against the following criteria:

  1. Extent to which applicant is equipped with the background, authority and institutional support to fully benefit from the program (demonstrated through applicant’s position in the university and letters of support and/or other means of clear institutional commitment);
  2. Quality, thoroughness, and relevance of applicant’s answers to application questions;
  3. Alignment of fellowship application with institutional priorities and commitment to creating or expanding systems to support their university’s growth as a recognized and respected research university;
  4. Commitment to serving as resources in the field of university research management for peers and colleagues in their academic and administrative communities.
  5. Ability to converse independently in English.

Applications not meeting the above eligibility requirements will not be forwarded to the selection committee. Finalists and semi-finalists may be called for a telephone, videoconference, or in-person interview.

IREX reserves the right to verify all of the information indicated in the application. In the event that there is a discrepancy, or information is found to be false, the application will immediately be declared invalid and the applicant ineligible.
